MANILA, Philippines—Malacañang Monday served notice to its troops to “toe the line” after Foreign Secretary Alberto Romulo—one of its most senior Cabinet officials—broadly indicated his support for Sen. Benigno “Noynoy” Aquino III, the Liberal Party’s standard-bearer in the 2010 presidential election.

News that Romulo was favoring the senator came the same day that another administration official—Commissioner Jaime Jacob of the Presidential Anti-Graft Commission (PAGC)—announced he was resigning his post in order to support the presidential bid of the late former President Corazon Aquino’s only son.

Jacob’s resignation was the latest sign of cracks in the facade of administration unity and came just two months before the official start of the campaign for the May 2010 national elections.

Romulo was in London accompanying no less than President Gloria Macapagal-Arroyo herself in her three-nation foreign trip when he indicated in an interview with an ABS-CBN correspondent where his heart lay.

“In 2007, I voted for Noynoy Aquino [for senator], so my ties with the Aquino family have been deep and lasting,” Romulo said in the interview. “I’ve always been with Tita Cory and voted for the Aquinos.”

Asked if he would support Noynoy, Romulo answered: “I have voted for the Aquinos all the time.”

romulo declaring he is supporting noynoy aquino and not gilbert teodoro, LAKAS-KAMPI and admin presidential candidate is a major blow and embarrassment to the administration and teodoro’s candidacy.

it is not as much as number of votes as romulo is not a politician nor do we think he has a political base but it is a huge psychological and morale disaster for the administration party. romulo is a senior official of the arroyo administration.

vice president noli de castro was the first major political figure who did that. de castro though he ran as an independent during the election is still part of the arroyo administration.

he was courted ardently by arroyo herself to be the standard bearer of the party, so much as saying he is the anointed one, but de castro declined to be part of it.

add to that the fact that de castro has been consistently one of the leaders in the presidentiable polls making him the most viable candidate among admin/ruling party affiliated presidentiables. that underscores the magnitude of de castro’s refusal to join the ruling party.

another arroyo administration official, Commissioner Jaime Jacob of the Presidential Anti-Graft Commission (PAGC) has announced his resignation from his post to campaign for aquino.

for these defections, if you can call it that, to the aquino camp is happening too soon. the campaign period has not even began yet with many blanks still open among the political parties. these things usually occur towards the end of the campaign period.

for it to occur this early is definitely bad news for the ruling/admin party. it is starting too early and can create a snow-ball effect. more admin officials and ruling party members might follow romulo and jacob’s lead and that will mean the admin/ruling party’s campaign for the presidency might collapse even before it starts or right after it starts.

philippine politicians are known to shift their alliances to the team that has the most likelihood of winning regardless of stand or principles. the shift might be seen by them as a major crack and a significant weakness giving the ruling/admin party as the losing political party.

if this happens, the ruling and admin party is again another inch moved towards the margins of philippine political life.

gilbert teodoro declares boldly – he is closely aligned with president arroyo and will in fact use the economic achievements of of arroyo’s administration as part of his platform.

the other statement and this is even more bold is that he does not thinkarroyo's kiss of death arroyo’s support is a kiss of death for his presidential aspirations.

“There will come a point when the public will already get to brush off this ‘kiss of death’ thing. It’s a politically expedient tactic right now. The more important thing is what you want to do for the country in the future,” he added. (source:

we congratulate teodoro for his bravado and courage but it looks like he is in denial. that or he was hiding under a rock in the last national senatorial election.

arroyo went out to campaign for the admin senators. the malacanang media machine was on hyper drive hyping the arroyo administration’s achievements in the economy. but it did not matter in that election, most of the opposition candidates won while most of the admin/ruling senators lost.

arroyo’s performance and trust ratings were on the negative at that time and the people chose not to believe what malacanang was saying about the economic gains. the people themselves knew where the economy was – they were still hungry if not hungrier and the their wealth has not increased. it either decreased or remained the same.

the people’s disfavor towards admin senatorial candidates was so great that it did not matter that the pichay who spent the most money in advertising among all the candidates did not win the election while trillanes, an opposition senator who was in jail during the campaign period, did not have money and had little advertising won in the election with margin to spare.

trillanes’ call to fame was nothing more than his failed attempt by the military to unseat arroyo. it showed being against arroyo and in his case in a most emphatic and dramatic way was enough to get elected to the senate.

pichay on the other hand was one of the most closely associated with arroyo and that overturned the mega pesos he spent in political ads.

these are bold statements from teodoro, hoping against hope, but come to think of it what choice does he have?

PDI SEPT 22 wawam kiss of death

he did give up his party affiliation with NPC and joined the ruling party LAKAS-KAMPI-CMD for this election. he obviously has no choice as otherwise he will not be able to use the supposed political machinery that the ruling administration has.

teodoro is fighting a very hard fight. not only is he against opposition presidentiables who are much ahead in the polls, he is also fighting the ghosts and demons present in his ruling party and arroyo, the one with the kiss of death.

is the LAKAS-KAMPI process for choosing their standard bearer all a sham? was bayani fernando a victim of a set-up?

our sympathies go out to bayani fernando – we think he has been set up and was very unfairly treated by his party, LAKAS-KAMPI.

  • fernando has been treated very badly by the higher ups of the LAKAS-KAMPI party hierarchy even from the beginning. i remember months ago, high officials of the party would hurl insults and make negative comments on fernando, things like he should not bother with his presidential bid and that he should not even try at all.
  • of the three contenders, it was only fernando whom president arroyo has not praised. noli de castro was the “anointed one” with arroyo saying he will make a good president and news reports being released where it was said malacanang was actively convincing de castro to be the standard bearer. later on, malacanang and arroyo specifically  expressed being “elated” when the governors endorsed teodoro’s candidacy. no such accolades or even positive comments were ever made for fernando, only negative comments.
  • the process of selection for standard bearer we think was no process at all.
  • fernando was even snubbed when he proposed a fair selection process should be made.
  • fernando has been a long time supporter of arroyo and yet he was treated badly while teodoro, a newcomer to the party and national government was treated much better.

we think fernando has been set up by the LAKAS-KAMPI. he was used by his political party to give the selection process some credibility of a real process. we think it has been predetermined that teodoro will be chosen.

in fact we think everyone knew that teodoro will be chosen as the standard bearer even before the meeting was started. the process of question and answer then closed door voting is just for show.

everybody seemed to know that, perhaps except by fernando. noli de castro seemed to know about it, too. we say that as de castro very smartly was non-committal to the ruling party and in fact never said he will be the standard bearer of LAKAS-KAMPI. he also did not bother to attend the “selection process”. we suppose he knew that being present in the selection process gave it some kind of legitimacy.

for us and this is very simple logic, we think fernando was set up, that the LAKAS-KAMPI knew even before the meeting started that teodoro will be chosen was this – the fact that gilbert teodoro conducted a meeting at Quezon City Sports Club in the same afternoon that he was chosen.

the Quezon City Sports ballroom was full of people – wall to wall. that meeting and speech was planned in advance. you need to have at least 3 days to reserve for the ballroom. in fact in other clubs, you need a few weeks in advance to make the reservation.

more importantly, you need to send out invitations to the people who will attend the meeting in advance, at least 7 days before. teodoro in part spoke in ilocano, that meant a good number of the audience must have come from his province. that means they needed to travel by land to metro manila which could have started in the morning while the executive committee was still “selection”.

also, the staff of quezon city sports must have started to prepare the ballroom in the morning, at least before lunch while the “selection process” was being conducted. they needed to rent chairs, set up the stage and arrange the chairs inside the ballroom.

the selection process started in the morning and ended mid afternoon. it is impossible to be able to get a ballroom, get it ready  and get a good number of people to attend the event, specially those coming from the provinces to magically appear at quezon city sports club in such a super speed. the only explanation for such a miracle is that they knew teodoro will be chosen many days before the event.

which leads us to the next question – why was fernando so clueless? if he was not clueless, why did he allow himself to be used by LAKAS-KAMPI?

admin presidentiables

we have four questions. but before that –

today, the executive committee of the ruling party/administration LAKAS-KAMPI chose their standard bearer – gilbert teodoro.

the news in today’s event is not only the choice in teodoro but also the one they did not choose and the one who was not in the room when the choice was made.

of the three, teodoro is the least popular, getting only 0.2% in the last nationwide survey of Pulse Asia held in August. he is the asterisk man. in research data tables, results that get less than 0.5% are usually represented by an asterisk, the number not anymore printed as a number  takes too much space on the report and besides it is really of no consequence,

for fernando, the interesting part is to know what he will do tomorrow, now that he has not been chosen by his own party. fernando is definitely a much stronger presidentiable than teodoro.  he has the reputation of being a no-non sense man who gets things done no matter how difficult as long as it is right and for the good of the city. we admire that of fernando. we like that of him except that we get nightmares behind the fear of the philippines transforming into a pink gotham city. he is a strong willed man and the man has ambition, he will probably not stop at being rejected by his own party.

we have to give it to fernando – his own party has shunned him very early with key figures of his party giving him uncalled for negative comments but he stayed on hoping against hope itself. he has determination. unfortunately for him, his party has determination for teodoro, not him.

to me the biggest news is the man who snubbed the event – vice president noli de castro. he was supposed to be anointed one by no less than the queen herself gloria macapagal arroyo. de castro has always been independent minded and he continued to show it here – choosing not to give in to the seduction of being the anointed one.

de castro snubbing the ruling/admin part is a big loss to the party, just a tiny shake for de castro. de castro has consistently been in the top 3 or top 2 in the presidential surveys. clearly he is the king among all the admin/ruling party presidentiables. losing such a great candidate is a huge loss for the party.  what will de castro do tomorrow, that is another interesting question. whatever he does, for sure it will not be good for the ruling party/admin.

with teodoro, the asterisk man being the admin/ruling party standard bearer, we need to ask the obvious – what will happen to the them as a political party. it has not been well even before this event today.

fidel ramos has been making noise about his displeasure about the merger. he wants out. or he wants control. party members have been fidgety, nervous and anxious as it took a long time to decide on the standard bearer. the admin/ruling party reached the pits when in a desperate move, it even floated the idea of adapting manny villar as its standard bearer, an obvious desperate attempt to save itself for the obvious reason that villar is the best candidate among all of them since he has been topping the polls over many periods. asking your main competitor to be your candidate is the most stupid thing a party can do. but it did shamelessly and the answer they got from villar – NO WAY!

that leads us the last of the four questions we have. the first question was quo vadis teodoro? quo vadis fernando? quo vadis de castro? and quo vadis LAKAS-KAMPI?

Lakas-Kampi ruling party/admin to choose between fernando and teodoro

admin standard bearer

news reports have it that by wednesday,  the admin and ruling party Lakas-Kampi will announce their standard bearer for the 2010 presidential election. the choice is between gilbert teodoro and bayani fernando, both laggards in the suverys.

noli de castro a third choice seem to be out of the running as he seem to be uninterested in running as president. we don’t know if it is no interest in the presidency or no interest in running under the ruling party.

MANILA, Philippines – Vice President Noli de Castro has formally informed the administration party that he will not run for president under its banner in the 2010 elections —if ever he decides to run at all, according to a source to privy to the discussions.

De Castro’s decision sets the stage for the Lakas-Kampi-CMD to name either Defense Secretary Gilbert Teodoro or Metropolitan Manila Development Authority Chair Bayani Fernando as its standard-bearer.

The vice president, who ran and won as an independent in 2004, broke the news to Gabriel Claudio, the party’s secretary general, in a meeting last week, said the source who requested anonymity for not having been authorized to speak to the media on the matter.

Sought for comment, Claudio, also the presidential adviser on political affairs, said on Sunday he was leaving it up to De Castro to make the official announcement about the decision.

“We had an agreement that it would come from him,” he told the Inquirer. “It was never our intention to pressure him, to put any deadline on him. The party has its own mechanisms, processes and timetable and he has always known about them.”

“If he had any intention (to run) at all, he would have given indications, not only to the party, but also to the public,” he added.

Claudio noted the apparent absence of any effort by De Castro to present himself as a presidential aspirant.
